राष्ट्र निर्माणमा उपयुक्त जनशक्ति

व्यावसायिकता अहिले सर्वोपरि भएको छ । गैरसरकारी र सरकारी दुवै क्षेत्रमा सही ठाउमा सही मानिस भन्ने मान्यता स्थापित भएको छ । अचेल धेरै देशका सरकारहरुले सक्षम व्यक्तिलाई नियुक्त गर्ने अभ्यास गरिरहेका छन् । त्यसरी सही मानिसको छनौट गर्दा पदले मागे बमोजिम शैक्षिक पृष्ठभूमी भए, नभएको हेर्ने गरिएको छ । व्यक्तिको शैक्षिक पृष्ठभूमीले सही छनौटका लागि सघाउ पुर्याएको छ ।

सरकारी क्षेत्रमा धेरैजसो अधिकारीहरु मानविकीको पृष्ठभुमिबाट आएका हुन्छन् । राजनीतिशास्त्र, इतिहास जस्ता विषयमा उनीहरुले विशिष्टता हासिल गरेका हुन्छन् । तर केही यस्ता पद हुन्छन् जसले कानुन, व्यवस्थापन, लेखा जस्ता विषयमा विशिष्टताको माग गर्छन् । वास्तवमा नेपालमा यस्ता सक्षम विद्वानहरु पनि छन्, जसले सरकारी क्षेत्रमा भएका भए बितेका दशकमा महत्वपूर्ण परिवर्तन ल्याउन सक्थे । तर उनीहरुलाई कहिल्यै नियुक्त गरिएन । त्यसले गर्दा व्यक्तिलाई भन्दा पनि देशलाई ठूलो घाटा भयो । उनीहरुले भने निजी वा गैर–सरकारी क्षेत्रमा काम गरिरहे । देशको विकासका लागि सरकारले एकातर्फ यस्ता सक्षम जनशक्तिबारे जानकारी राख्नुपर्छ भने अर्कोतर्फ उनीहरुलाई उचित पदमा नियुक्त गर्नुपर्छ । शासन सुधार्ने मुख्य साँचो हो शासक समूहसंगै छ भन्न धेरै ज्ञानको आवश्यकता पनि पर्दैन ।

आफूसंग गहिरो ज्ञान र अनुभव हुदाहुदै पनि सरकारले नियुक्त नगरेकाले देशको सेवा गर्न नपाएका केही व्यक्तिहरु छन् । तीमध्ये एक हुन्, गणेश प्रसाद आचार्य । उनी नेपाल कम्युनिष्ट पार्टीका संस्थापक दिव्यराज आचार्यका छोरा हुन् । गणेशले आफ्नो शैक्षिक यात्रामा सधैंभरी प्रथम श्रेणी हासिल गरेका छन् । उनले एमबिए (वित्त व्यवस्थापन), एमए (अर्थशास्त्र), एमए (अन्तर्राष्ट्रिय सम्बन्ध र कुटनीति), एमए (समाजशास्त्र) र एलएलबी गरेका छन् । साथै उनी पिएचडी सक्ने तरखरमा छन् । उनको पिएचडीको शोध शीर्षक हो – इम्पिरिकल पोलिसी इस्युज एन्ड डिभलपमेन्ट अफ क्यापिटल मार्केट – रिफ्लेक्सन एन्ड इम्प्याक्ट्स अन द इकोनोमिक ग्रोथ अफ नेपाल’ ।
यस्तै योग्यता र अनुभव चाहिने एउटा उच्च पदमा अहिले आएर आचार्यको नाम पनि छलफल हुन थालेको छ । वास्तवमा, कुनै पनि पदले सामान्यतयः माग्नेभन्दा बढी योग्यता उनले हासिल गरेका छन् ।

यति फराकिलो र लोभलाग्दो शैक्षिक पृष्ठभूमी भएका गणेशले विभिन्न अन्तर्राष्ट्रिय विकासे संस्थाहरुमा काम समेत गरेका छन् । उनले युनेस्को (UNESCO), डेनिडा (DANIDA), युएसएड (USAID), कमिसन अफ युरोपियन कम्युनिटिज् (CEC) लगायतका संस्थामा उच्च प्रशासकीय पदमा काम गरेका छन् । यसबाहेक उनले नीजि क्षेत्रमा पनि काम गरेका छन् । यी विभिन्न क्षेत्रमा गरी उनीसँग ३० वर्षभन्दा बढी काम गरेका अनुभव छ । देशको लागि आवश्यक उच्च पदमा रहेर सेवा गर्न आफू सक्षम रहेको पुष्टि गर्न यो भन्दा बढी के चाहिन्छ ?

Financial Management & Control

  • Widespread knowledge in the financial work processes of – which consist of overseas visits and on the job trainings in the relevant fields.

 

  • Computerized Financial Management Tools & Management Information System – Comprehensive background as in implementing agencies’ on computerized financial management tools & Management Information System in accordance with accounting policy and strategic plan of action, financial control policies and procedures – which necessarily added in professional overseas trainings in the related fields.

 

  • Motoring & Supervision – Effectively monitor and make the needed monitoring & supervision on all types financial activities and the transactions with regard to disburse funds from the central/or mission office to program or field offices and make the necessary reports to management as and when necessary. If found irregularities, reports to management for necessary actions to be undertaken/& or implemented.

 

Project Administration & Management

  • Work at senior management capacity in the establishment of office infrastructures not limited to administrative management, staffing and equipment to strengthening administrative management affairs with national & international expatriate staff and strengthening to lead the central and field office activities of yearly plan of action (YPA) followed by Annual Work Plan (AWP) & Global Work Plan (GWP).

 

Human Resource Management

  • Effective management of human resource of the organization according to authorised personnel policies and procedures that fully conform to current laws and regulations.

 

  • Planning, management and implement of human resource development (HRD) for better motivation of staffing with a target of achieving and accomplishing yearly plan of action (YPA) and mission objectives.

 

  • Developing, maintaining and implementing performance management tools and measures on program operations standards that ensures daily activities and performed and aligned to the organisation strategy.

International Relations & Diplomacy

  • Work & perform as a resource person for practice of conducting negotiations between representatives of INGOs, Donor Agency, Bilateral or Mission Offices and Government of Nepal in line with establishing International Organizations Country/& or Representative Offices in Nepal so as to provide better goods & resources to uplift disadvantaged and underprivileged communities.
  • Conduct of good relations through the intercession of professional diplomats with regard to a full range of topical development issues, agreements and are usually negotiated by diplomats from both parties prior to endorsement.
